As thousands of Tropical Storm Harvey victims huddled together in area shelters after daring water rescues, few people thought to ask the person one cot over if he was a sex offender. Because Jefferson, Orange or Hardin counties did not call mandatory county-wide evacuations for Harvey, they had no procedure in place for tracking sex offenders and had to individually confirm each one's whereabouts.
